Abandon Option 1
Consider Option 4, but figure that that will likely be as successful as Option 1
Consider Option 2, but think, “If I don’t need photo ID to vote, why would I need photo ID to renew license tabs for a car I’ve owned since 2013? Also, do I want to wait in line?”
Decide on Option 3. Fortunately, I still have a checkbook, and no photo ID is needed for this option; just the postcard and a check. Plus, no waiting in line.

Address envelope and affix postage
Place check in envelope
Discover that postcard will not fit in a standard business envelope
Hope they won’t mind if postcard is folded to fit in envelope.
Wait patiently for the new tabs to be mailed.
Final thoughts:
not everyone has a checkbook or a checking account…can you still pay with cash?
not everyone has (or wants) a smart phone so they can scan QR codes
not everyone has a computer
a recent visit to a large retail store parking lot reveals that not everyone renews their vehicle’s license tabs
everyone is not as patient as I am
